For the first time in four years, Democrats promise to put forward a budget. But such a thing will pose huge political risks, as National Journal’s Nancy Cook reports. “The biggest danger is that by putting forward a concrete plan, Senate Democrats will open themselves to new attacks on their spending priorities. That’s tricky terrain for a party with several vulnerable members up for reelection in 2014.” “This time, the Democrats will be on record as having voted for something,” says Sen.
