Sources close to Obama say the president seeks a lofty historical stature in foreign affairs that will require a bolder agenda. Several big ticket items include stepping up his first-term efforts against the proliferation of weapons of mass destruction, beginning with a promised effort to coax Russia back into the Nunn-Lugar Cooperative Threat Reduction Program; forcing Iran to relinquish its nuclear-weapons ambitions; prodding China into abiding by the rules of the international economic system; transforming the United States into a major energy producer; and codifying rules of engagement for what will likely be the American way of war for decades to come: the covert use of drones and special-operations forces.
