Sen. Bob Corker, R-TN, proposed again on Tuesday to shift the burden of medical costs away from Medicare and onto well-off seniors. The policy, called “means testing,” has been part of most “grand bargain” proposals floated before the fiscal-cliff deal, including a fiscal plan Corker pushed during December’s sequestration showdown. Corker’s announcement also included a call for a transition to “chained CPI,” a revised cost-of-living inflation method that would slow rising Social Security benefits and increase some tax revenue.
