The Congressional end game appears to be a CRomnibus spending bill.
A CRomnibus is a combination of a Continuing Resolution (CR), which funds government agencies at last year’s spending levels approved by Congress with no updates and no allowance for spending on new programs, and an omnibus appropriations bill, which combines several appropriations bills into one bill.
There is a possibility that a short-term CR for all government agencies may have to be passed before December 11, the date the existing CR expires, but Congress is intent to finish its work on the government spending bills by the end of the year.
