President Obama announced the nomination of Sally Jewell, chief executive of the outdoor retailer REI as Interior secretary.  Jewell is the first female to be tapped for Obama’s second-term Cabinet. Full line up of Cabinet positions left to fill. NEW SENATOR Vice President Biden swore in William “Mo” Cowan as senator from Massachusetts Thursday. Cowan, a Democrat, will hold the seat until the special election to fill Secretary of State John Kerry’s Senate seat (primary April 30, general June 25). RETIREMENT SPECULATION Federal records show that Sen. Carl Levin, D-MI, raised only $13,206 in the fourth quarter of 2012, fueling rumors that he will not run for reelection next year, the Detroit Free Press reported. Levin’s office maintains that he has not yet decided whether the 78-year-old will make his fifth term in the Senate his last.
